The Rent Adjustment Commission (RAC) is responsible for adopting policies, rules, and regulations to carry out the mandates of the Rent Stabilization Ordinance, the City’s law for rent stabilization. They also conduct studies, investigations and hearings to gather information to administer and enforce the Ordinance.
The Commission adopted Regulations and “Working Rules” to provide a standard set of procedures to provide consistency, transparency and guidance in conducting official business. The Commission also adopted the “Appeals Board Rules and Guidelines” for use in hearing appeals scheduled by LAHD.
RAC also serves as the Appeals Board (AB) for appeals of General Manager’s determinations.

The public is invited to the Commission’s biweekly meetings, usually held on the first and third Thursdays of each month at 12:00 p.m. in the Hearing Room on the third floor of the LAHD office at 1910 Sunset Blvd., Suite 300, Los Angeles, CA 90026. While the Commission does not handle individual landlord and tenant complaints, the Commission makes every effort to give the public an opportunity to comment before the Commission on issues affecting the operation of the Rent Stabilization Ordinance.
Agendas are posted at least 72 hours before each meeting online on this webpage, on or near the door of each meeting location, and on the first floor bulletin board at City Hall East. The Commission has a working subcommittee, the Internal Review Committee, and a citizen task force called the Mobile Home Park Task Force (MHPTF).
