We offer a variety of programs and services for property owners to invest in their properties and have a positive return on their investment. These programs also provide landlords with the opportunity to exercise their due process rights through the administration of the General Manager’s hearings, Rent Adjustment Commission’s (RAC) hearings and appeals.

If you own or manage property that has two or more residential units on a parcel of land and at least one or more of the residential units is rented or offered for rent, then your property is within scope of the Los Angeles Housing Code.

The Los Angeles Housing Department (LAHD) conducts regular periodic inspections of residential multi-family rental units. The purpose of the inspection is to verify residential buildings are in compliance with all applicable building and housing codes.

Owning a Rent-Stabilized property
If you rent in the City of Los Angeles, your rental unit may be subject to the city’s Rent Stabilization Ordinance (RSO), which regulates rents and evictions, if the property was built on or before October 1, 1978.
Owning a property covered under the Just Cause Ordinance
If you rent in the City of Los Angeles and your unit is not subject to the RSO, you may be covered under the Just Cause for Eviction Ordinance.
Billing Information
Properties under jurisdiction of these programs are subject to fees, of which two major program fees, the Rent Stabilization Ordinance (RSO) and the Systematic Code Enforcement Program (SCEP), are billed annually.
