LAHD Mission Statement

The Los Angeles Housing Department (LAHD) preserves, protects and produces safe and affordable housing for all Angelenos.

LAHD strives to solve unmet housing needs, and it balances services that regulate and assist both landlords and tenants in the rental housing market. LAHD is also responsible for administering housing policy and leading programs that produce and safeguard affordable rental housing; and the Department is guided by a belief that all Angelenos should have equitable access to housing and to the opportunities that a safe, stable home can deliver.


The Los Angeles Housing Department consists of an Executive Office, three (3) Bureaus, and each Bureau’s respective Divisions, Programs or Units.

Executive Office​

The LAHD Executive Office provides leadership and governance aimed at ensuring the efficient development and effective implementation of policies and programs that endeavor to meet the housing needs we face in Los Angeles.

The Executive Office ensures mission and vision alignment among the Bureaus and administers oversight to the AcHP and SEP Unit.

Accessible Housing Program​

The Accessible Housing Program (AcHP) ensures that people with disabilities have an equal opportunity to rent, enjoy, and use affordable rental housing funded by the City of Los Angeles or the Community Redevelopment Agency of the City of Los Angeles (CRA/LA).

The AcHP covers 730+ existing affordable rental housing developments built before April 2016, and all Housing Developments with five or more housing units that were designed, constructed, altered, operated, administered, or financed by the City. These
developments are referred to as Covered Housing Developments.

The Strategic Engagement and Policy (SEP) Unit is a collective of specialized team members who conduct various tasks such as policy research, analyze and map data, measure program performance, and articulate this information with internal and external
audiences. Additionally, this team is responsible for disaster preparedness and recovery for LAHD, ensuring LAHD staff is ready to respond to an emergency in the City of Los Angeles. The SEP team members work across the Department, as well as with public and private partners, to find solutions for the many challenges, inquiries, and appeals LAHD takes on.

Administration​ Bureau

The Administration Bureau is responsible for supporting LAHD’s programmatic work by means of internal operation services.

Operative functions include organizing the LAHD budget – managing exponential funding sources, providing accounting, procurement, and contractual management support, and overseeing the Department’s systems and information technology services.

The Administration Bureau is organized into three areas of operation.

Housing Development Bureau​

The Housing Development Bureau (HDB) is a public lender of local, state, and federal funds intended to produce supportive and affordable housing in the City of Los Angeles.

The Housing Development Bureau (HDB) is organized into four divisions, each of which touches on an important aspect of the affordable housing development project life-cycle. The four divisions are: (1) Asset Management, (2) Technical Services, (3) Development and Finance, and (4) Housing Innovation Strategies. Under programs such as the Affordable Housing Managed Pipeline (AHMP), and Proposition HHH, HDB’s oversight includes financing and construction, and monitoring of operations that ensure ongoing affordability of units covered under covenant agreement.

Regulatory Code & Compliance Bureau

The Regulatory Compliance and Code Bureau (RCCB) administers Citywide programs that impact habitability and rental conditions for the City’s multifamily rental housing stock. RCCB works to ensure that tenants and landlords know their rights and operate in accordance with their responsibilities and that the City’s multifamily rental housing stock is maintained in a safe and healthy condition.

RCCB has three Divisions – 1) Code Enforcement, 2) Compliance, and 3) Rent – which manage functions that include but are not limited to:

➢ Tenant Anti-Harassment
➢ Emergency Rental Assistance
➢ Just Cause Ordinance
