24 CFR Part 58 is the Federal regulation that outlines the environmental review procedures for entities assuming HUD environmental responsibilities. Compliance under this regulation will fulfill the requirements of the National Environmental Policy Act (NEPA), additional Federal regulations required by the U.S. Department of Housing and Development (HUD), and a few state/local environmental requirements. In regard to projects undertaken by Los Angeles Housing Department (LAHD), the review done under 24 CFR Part 58 is often referred to as the NEPA review.

Historic Preservation Section 106 Review

All projects must adhere to Section 106 of the National Historic Preservation Act of 1966, also known as 36 CFR 800. During the environmental review, all projects are evaluated for their potential impact on properties designated as historic, eligible for historic status, or located within a historic district. This evaluation process is commonly referred to as the Section 106 Review.

Projects that may impact historic properties must be reviewed to guarantee that project plans will meet the Secretary of the Interior’s Standards for Rehabilitation and the California Historic Building Code. If necessary, LAHD will outline a set of conditions for the project proponent to follow, in addition to conducting a walkthrough at 50% and 100% completion to verify compliance.

The complexity of each review may vary, depending on a project’s scope of work and the proposed project site’s existing environmental conditions. The following table contains an estimated review time for the most common projects undertaken by LAHD.

REQUEST FOR RELEASE OF FUNDS
On or about December 12, 2024, LAHD will authorize the Housing Authority of the City of Los Angeles (HACLA) to submit requests to the U.S. Department of Housing and Urban Development (HUD) for the release of Section 8 Project Based Vouchers (PBV) funds under the Housing Act of 1937; Omnibus Appropriations Act of 2009, Consolidated and Further Continuing Appropriations Act of 2012, Public Law 112-55 as amended to undertake the following project:

PROJECT: The Main

PURPOSE: Abbey Road is proposing to demolish an existing one-story transitional housing facility to accommodate the development of a new contemporary, four-story supportive housing project with a total of 64 units called The Main. The Main will consist of 12 0-bedroom units (413 – 477 sq. ft.), 20 1-bedroom units (581 – 620 sq. ft.), 20 2-bedroom units (781 – 852 sq. ft.), and 12 3-bedroom units (1,027 – 1,089 sq. ft.) shared between the first and fourth floors. Each unit will be equipped with a full kitchen, bathroom, coat closet in common areas, and all units have a balcony or patio. The development intends to serve a mixed population of homeless transition-aged youths (TAY), chronically homeless households, and low-income households earning between 30% and 60% of the Area Median Income (AMI). Thirty-three of the 64 units (12 0-bedroom, 13 1-bedrooms units, and 6 2-bedroom units and 2 3-bedrooms units) will be reserved for special needs households with 17 reserved for chronically homeless participants and 16 reserved for homeless transition aged youth and homeless families. Twenty-nine non-special needs units will be reserved for low-income households and 1 1-bedroom unit and 1 3-bedroom unit will be reserved for an on-site property manager and maintenance person

The Main will offer a variety of amenities including 4 laundry rooms with a combine total of (5) sinks, (8) washers and (8) dryers. The project will provide vehicular storage to accommodate (54) bicycles and (44) off-street parking spaces with driveway access from Columbus Avenue. The project will be in compliance with the development regulations pursuant to the Los Angeles Municipal Code and the allowable land uses as set forth by the Mission Hills – Panorama City – North Hills Community Plan Area.

PROJECT: Rosa’s Place aka Downtown Women’s Center Expansion

PURPOSE: The Downtown Women’s Center (DWC) is expanding its current headquarters into an integrated campus with the addition of a second building, increasing both their service capacity and the number of permanent supportive housing units designated for some of the district’s most vulnerable residents: women with histories of homelessness and survivors of domestic violence. Their current headquarters building requires very minor modifications to their second-floor patio to accommodate the addition of an elevated walkway.

The second building, Rosa’s Place, is a new construction, 98-unit permanent supportive housing project (Project) located in the Skid Row neighborhood of the City of Los Angeles. The Project will serve homeless women and survivors of domestic violence. The project consists of 97 identical studio units (300 sq.ft) serving individuals earning up to 30% and 50% of Area Median Income (AMI) and one two-bedroom unrestricted manager’s unit (609 sq.ft) with a minimum of 10 washers and dryers at various floors. The site is located on one parcel of approximately 33,032 square feet in size and is currently used as a parking lot servicing the headquarters of the Downtown Women’s Center, the developer and lead services provider. Rosa’s Place will have a maximum height of 85 feet, 68,869 square feet of floor area, and approximately 10,034 square feet of open space. The Project includes one level of subterranean parking with 54 on-site automobile parking spaces and 81 bicycle parking spaces. The Project will also provide approximately 10,000 square feet of ground floor supportive services. The proposed Project will be compatible with existing development in the area which consists of residential, commercial, and light manufacturing uses, and would be consistent with the Goals, Objectives, and Policies, of the Central Los Angeles Community Plan of the City of Los Angeles.

PROJECT: Peak Plaza

PURPOSE: The project proponent, Hollywood Community Housing Corporation (HCHC) proposes to demolish the existing four one-story commercial buildings and to newly construct seven-stories of residential living and community space over one level of subterranean parking along Washington Blvd near downtown Los Angeles. A total of 186 bedrooms are proposed across 104 units including eight studios, 41 one-bedrooms, 28 two-bedrooms, and 27 three-bedrooms. The net residential area or “living space” is 71,672 SF. On average, studio apartments will have a net area of 385 SF; one-bedrooms will have a net area of 500 SF; two-bedrooms will have a net area of 715 SF; and three-bedrooms will have a net area of 1,018 SF. Of the 104 units, 102 will be income-restricted and the remaining two will be unrestricted for on-site managers. Of the 102 restricted units, 27 units will be reserved for households earning up to 30% AMI; 22 units will be reserved for households earning up to 50% AMI; and 53 units will be reserved for households earning up to 60% AMI. 49 parking spaces will be provided in the subterranean garage, along with 77 long-term and 9 short-term bicycle parking spaces. Residential units will include full kitchens equipped with a range, refrigerator, dishwasher, and sink disposal, full bathrooms, closet space. The building will include a 1,641 SF ground floor Community Facility to be used by a community-based organization. Two Community Rooms totaling 2,273 SF will be provided on the ground floor and seventh floor for resident use. The project is pursuing AHSC funding which includes surrounding pedestrian and/or transportation infrastructure improvements and work with LA City to propose and develop pedestrian and/or transportation-oriented local improvements. There will be a total of 12 washing machines and 12 dryers across six laundry rooms. The project will be in compliance with the development regulations pursuant to the Los Angeles Municipal Code and the allowable land uses as set forth by the Southeast Los Angeles Community Plan Implementation Overlay District.

PROJECT: 18722 Sherman Way Apartments

PURPOSE: This project involves new construction of supportive housing for a new 4-story building with a total of 64 units; and funding will involve using Section 8 Project Based Vouchers (PBVs). Housing is 100% affordable and thirty-two (32) of the sixty-three (63) PBV contract units will be reserved for chronically homeless participants. Location of the site is at 18716-18722 Sherman Way, in the Reseda community area within the City of Los Angeles. The site is located on parcels (APNs: 2126-004-013, 2126-004-015, and 2126-004-016) that currently has a one (1) one-story auto service structure, built in 1960, occupied by Reseda Tires Center. This existing commercial tire center building will be demolished, and a new four-story building will be constructed in place. The site area for the residential development is a 0.69 acre (30,019 S.F.) in a rectangular shaped lot consisting of three parcels. This project involves new construction of a 4-story building with a maximum height of 56. The project will feature sixty-three (63) 0-bedroom studio units approximately 350 S.F. each, and one (1) 2-bedroom manager’s unit at 850 S.F., equating to 64 units total. Project site amenities will include the project’s community room with sink and stove (1,000 S.F.) and computer access with entertainment center. Office areas, located on the 1st floor, will have access to two (2) separate double-stall bathrooms to serve these areas. Additionally, the building will have a total of 6,200 S.F. of an exterior open space courtyard, with outdoor activities and barbecue grilling. There will be ten (10) vehicle car parking spaces, 51 long-term bicycle parking stalls and 6 short term bicycle stalls. Regarding the laundry room, there will be a total of seven (7) washing machines.

The HHH New Hampshire will consist of ninety-three 0-bedroom units (378 – 653 sq. ft.), one 2-bedroom unit (858 sq. ft.), and one 3-bedroom unit (1,803 sq. ft.) shared between the first through sixth floors. Each unit will be equipped with a full kitchen / kitchenette, a bathroom, and a closet in bedrooms or common areas. The development intends to serve a mixed population of homeless and chronically homeless individuals, transition-aged youth and low-income individuals within the City of Los Angeles. Ninety-three 0-bedrooms units will be reserved for homeless and chronically homeless individuals and transition-aged youth with 55 of the 93 contract units to be reserved for chronically homeless participants. One 2-bedroom unit and One 3-bedroom unit will be reserved for two on-site property managers.

PROJECT: The Rigby

PURPOSE: Abbey Road is proposing to demolish an existing two-story school and multi-purpose building to accommodate the development of a new contemporary, four-story supportive housing project with a total of 64 units called The Rigby. The Rigby will consist of 12 studio units (414 sq. ft.), 20 one-bedroom units (602 sq. ft.), 20 two-bedroom units (823 – 928 sq. ft.), and 12 three-bedroom units (1,014 – 1,172 sq. ft.) shared between the first through fourth floors. Each unit will be equipped with a full kitchen, bathroom, coat closet in common areas, and most units have a balcony or patio. The development intends to serve a mixed population of homeless transition-aged youths (TAY), chronically homeless households, and low-income households earning between 30% and 60% of the Area Median Income (AMI). Thirty-three of the 64 units (12 studios, 13 one-bedrooms units, and 4 two-bedroom units and 4 three-bedrooms units) will be reserved for special needs households with 17 reserved for chronically homeless participants and 16 reserved for homeless transition aged youth and homeless families. Twenty-nine non-special needs units will be reserved for low-income households and 1 one-bedroom unit and 1 three-bedroom unit will be reserved for an on-site property manager and maintenance person.

The Rigby will offer a variety of amenities to its residents including, but not limited to, a lobby (658 sq. ft.), a mailroom (156 sq. ft.), a leasing office with a waiting room (560 sq. ft.), a case manager’s office with a waiting room, a therapy room, two conference rooms, and a breakroom with a kitchenette (762 sq. ft.), 3 public restrooms (64 sq. ft.), 2 outdoor landscape courtyards with a play area, a community patio, a pedestrian entry court, and several seating areas (1,080 – 2,017 sq. ft.), a 4th floor outdoor landscaped deck with several seating areas (945 sq. ft.), 2 community / multi-purpose rooms with a kitchenette (943 – 1,458 sq. ft.), a fitness room (531 sq. ft.), a computer room (281 sq. ft.), 4 laundry rooms with a combine total of (4) sinks, (8) washers and (8) dryers (87 – 260 sq. ft.), a bike storage room with a work area (661 sq. ft.), a maintenance room (422 sq. ft.), and 5 trash rooms (55 – 445 sq. ft.). The project will provide vehicular storage to accommodate (51) bicycles and (40) off-street parking spaces with driveway access from Columbus Avenue. The project will be in compliance with the development regulations pursuant to the Los Angeles Municipal Code and the allowable land uses as set forth by the Mission Hills – Panorama City – North Hills Community Plan Area.

The development will include a new Type-V construction at 75 feet tall consisting of five stories over a concrete podium and one subterranean level for parking; totaling 7-stories at approximately 27,019 square feet of residential space and 4,637 square feet of common area space. Common area amenities include open space with landscaped courtyards, a community room, an outdoor deck, and an urban oasis/atrium on the ground floor. Other amenities include on-site laundry, secured bicycle parking, and multiple offices for property management and supportive services staff. Additionally, the project will include 16 covered parking spaces. There will be 57 apartment units total, with 40 units reserved for chronically homeless individuals with mental illnesses and 16 chronically homeless. The project will also include one (1) unrestricted 1-bedroom manager’s unit. Funding will include fifty-six (56) Section 8 Project Based Voucher (PBV) contract units that will provide permanent supportive housing to homeless and chronically homeless households. Project consists of fifty-six (56) 0-bedroom studio units at approximately 409 S.F each, and one (1) 1-bedroom manager’s unit at 525 S.F. Administrative areas are located on the 1st floor with seven (7) offices, lounge room with sink, and two single-stall bathrooms. In addition, located on the 2nd floor, there will be six (6) offices, with a recreation room with sink, staff break room, and a single-stall bathroom. This project will include sixteen (16) vehicular car parking spaces, and a total of fifty-eight (58) bicycle stalls. PROJECT: Selby (formerly known as Selby Hotel)

PURPOSE: This project involves new construction of 8-story building with a total of 65 units to provide supportive housing to low-income persons. The maximum height for construction of the eight-story building will be 96 feet tall (per zoning). The project will feature fifty-four (54) 0-bedroom studio units ranging from approximately 416 S.F. to 512 S.F. each, ten (10) 1-bedroom units at 545 S.F. to 568 S.F., and one (1) 2-bedroom manager’s unit at 1,023 S.F., equating to 65 units total. Housing is 100% affordable and Selby will also include wide-ranging on-site support services, provided by ACOF, such as case management, referral services, life skills classes, substance abuse recovery services, transportation assistance, and employment services. Project site amenities will include the project’s recreation room with sink and stove (1,023 S.F.), employee break room with sink (301 S.F.), conference room (230 S.F.), and two offices (220 S.F.). These areas and the service and management staff offices will be used for staff and residents to provide client service plans, life skills education, and community resources; and will have two (2) separate double-stall bathrooms to serve these areas. Each apartment unit will include amenities such as: a kitchen and bathroom and will come fully furnished with a bed, dining room table and chairs, oven/ stovetop, nightstand, dining room table w/ chairs, dresser and nightstand. Additionally, the building will have a total of 1,577 S.F. of interior open space located on 2nd floor, and additionally 1,024 S.F. located on the 8th floor. On or about May 10, 2024, LAHD will authorize HACLA to submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of HUD Section 8 Project Based Vouchers (PBV) fund under the Housing Act of 1937; Omnibus Appropriations Act of 2009, Consolidated and Further Continuing Appropriations Act of 2012, and Public Law 112-55, as amended to undertake the following project: 

PROJECT: Alveare

PURPOSE: Alveare Development Partners, its successor or assign, is proposing to demolish two existing vacant single-story commercial buildings and to newly construct 303 units of multifamily housing, 300 of which will be fully affordable (3 manager’s units), approximately 2,400 sq. ft. of commercial retail space, a publicly accessible pocket park, an enclosed resident-only outdoor podium, and structured semi-subterranean parking spaces for approximately 51 cars. All buildings will be Type III over Type I with up to one story of semi-subterranean structured parking and seven stories of residential housing. The proposed buildings would have a maximum height of approximately 100 feet. Upon completion, the project would result in a total floor area of approximately 288,179 square feet. The project would also include approximately 24,247 square feet of exterior common open space located within an amenity courtyard within the interior of the project site and within a publicly accessible open space area located along Hill Street. The project will be constructed in three phases for each of the permanent supportive housing, senior housing, and family housing components. Demolition of the existing on-site buildings will occur as part of the first phase. Each of the three housing phases would be expected to require approximately 15 to 18 months to complete.

Alveare Family, will contain 105 units (104 dwelling units and 1 property manager’s unit) for large families earning between 20% and 60% AMI. In all, the project will contain six (6) studio apartments, thirty‐eight (38) one‐bedroom units, thirty‐one (31) two‐bedroom units, and thirty (30) three‐bedroom units. Each unit will contain an in-unit washer dryer (105 total laundry machines).  It will also include a publicly accessible park, approximately 29 stalls of structured parking and partial buildout of the raised resident-only outdoor podium. 

Alveare Senior, will contain 100 units (99 dwelling units and 1 property manager’s unit) for seniors earning between 20% and 60% AMI. In all, the project will contain thirty (30) studio apartments, fifty‐eight (58) one‐bedroom units, and twelve (12) two‐bedroom units. Each unit will contain an in-unit washer dryer (100 total laundry machines). It will also include approximately 22 stalls of structured parking, and partial buildout of the raised resident-only outdoor podium. 

Alveare PSH, will contain 98 units (97 dwelling units and 1 property manager’s unit) of Permanent Supportive Housing. In all, the project will contain twenty-seven (27) studio apartments and seventy (70) one-bedroom units. Amenities include a multipurpose room, mailroom, classroom/conference room, and service office. The PSH component does not contemplate in-unit washer/dryer

The project site is an infill site that is surrounded by urban uses, including light industrial, commercial, residential and educational uses, thus offering an opportunity to revitalize a site that is currently occupied by office buildings that have been either vacant or significantly underutilized. In addition to repurposing valuable urban infill for use as affordable housing, Alveare will provide a publicly accessible park at the corner of Hill and 14th Street. Alveare’s provision of affordable housing is commensurate with Los Angeles City land use incentives and plans, given its location within the greater downtown Housing Incentive Area and a Transit Oriented Communities area. The site will be transformed into a local and regional community-serving asset.

REQUEST FOR RELEASE OF FUNDS: On or about March 7, 2023, LAHD will authorize the Housing Authority of the City of Los Angeles (HACLA) to submit requests to the U.S. Department of Housing and Urban Development (HUD) for the release of Section 8 Project Based Vouchers (PBV) funds under the Housing Act of 1937; Omnibus Appropriations Act of 2009, Consolidated and Further Continuing Appropriations Act of 2012, Public Law 112-55 as amended to undertake the following project:

PROJECT:  Central Avenue Apartments

PURPOSE:  Abode Communities is proposing to demolish two existing commercial buildings, a single-family home, and parking lot to accommodate the development of a new contemporary, four-story supportive housing project with a total of 59 units called Central Avenue Apartments.  Central Avenue Apartments will consist of 6 studio units (421 – 499 sq. ft.), 26 1-bedroom units (547 – 675 sq. ft.), and 27 2-bedroom units (750 – 880 sq. ft.) shared between the first and fourth floors.  Each unit will be equipped with a kitchen or kitchenette with energy star appliances and a bathroom.  The development intends to serve a mixed population of homeless individuals with special needs and low-income families.  Thirty of the 59 permanent supportive housing units to be reserved for homeless transition-age youth (TAY) and 28 units for low-income household who earn between 30% and 50% of Area Median Income (AMI).  One of the 2-bedroom units will be reserved for an on-site property manager.

The proposed development will offer a variety of amenities and features to its residents including, but not limited to, a lobby area (761 sq. ft.), 3 professional offices (167 –  260 sq. ft.), a waiting room (68 sq. ft.), 2 meeting rooms (165 – 277 sq. ft.), a storage room (95 sq. ft.), 2 public restrooms (55 sq. ft.), a community room with a kitchenette (829 sq. ft.), a large landscaped courtyard with seating and playground area (3,375 sq. ft.), an outdoor deck with seating area (556 sq. ft.), a laundry room with a sink, 7 washers and 7 dryers (359 sq. ft.), a bike storage room (594 sq. ft.), 3 janitor closets with a sink (26 sq. ft.) and a utility room with a sink (159 sq. ft.). The new development will provide 53 bicycles stalls and 27 off-street parking spaces with driveway access from the alley between 89th Street and 90th Street.  The project will be in compliance with the development regulations pursuant to the Los Angeles Municipal Code and the allowable land uses as set forth by the Southeast Los Angeles Community Plan Area.

On or about March 4, 2024, LAHD will submit a request to HUD for the release of HOME funds under Title II of the Cranston-Gonzalez National Affordable Housing Act, as amended, 42 U.S.C. 12701 et seq. as amended to undertake the following project:

PROJECT: Harmony Senior Apartments

PURPOSE: This project’s scope of work will include development of a new 5-story building of affordable and low-income housing with a total of eighty-four (84) units. Funding involved is HOME in the amount of $8,232,756. Construction will be comprised of three sections connected via a center corridor that creates a back to back E-shaped building with four interior courtyards and roof-top deck. The ground floor of the building will house the entry lobby, parking garage as well as the property management and social service offices. All residential units start on the second (2nd) floor, which are serviced by two elevators; at an approximate total building height of 57 feet tall. There will be 84 units total, with 83 units for affordable and low-income housing, and one additional 2-bedroom unit allocated for unrestricted manager’s unit. Project consists of forty-two (42) 0-bedroom studio units at 384 S.F each, forty-one (41) 1-bedroom units ranging from 549 S.F. to 672 S.F. each, and one (1) 2-bedroom manager’s unit at 943 S.F. Amenities include two separate community rooms, one located on the ground floor that will serve as a computer lab at 635 S.F, and a second community room located on the 2nd floor at 955 S.F. which includes a stove-top and sink. Project will include forty-three (43) vehicular car parking spaces, and a total of seventy (70) bicycle stalls. Other amenities include two main open space interior courtyards, located on the 2nd floor, with one at 1,772 S.F., and another at 1,661 S.F. The laundry room(s) will have a combined total of eight (8) laundry washing machines and eight (8) dryers.

On or about January 16, 2024, LAHD will submit a request to the U.S. Housing and Urban Development Department (HUD) for the release of Emergency Solutions Grants Program (ESG) funds, authorized under the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116-135 (2020); and authorize the Housing Authority of the City of Los Angeles (HACLA) to submit a request to HUD for the release of Continuum of Care Program (CoC) funds, authorized under The McKinney-Vento Homeless Assistance Act As amended by S. 896 The Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act of 2009 to undertake the following project:

PROJECT: EC Motel

PURPOSE: The Special Service for Groups Inc./Homeless Outreach Program Integrated Care System (HOPICS) are proposing building improvements to an existing 31-guest room hotel to convert into interim or permanent housing for persons experiencing homelessness. HOPICS plans to convert (5) existing guest rooms into (3) 0-bedroom units, (1) professional office with a kitchen and private restroom, and (1) community room with a kitchenette, restroom, and laundry room with (3) washers and (3) dryers on the first floor. In addition, HOPICS plans to renovate the existing bathroom in the remaining (27) 0-bedroom units between the first and second floors. The parking lot is being renovated to consist of a new landscaped courtyard with (2) shade canopies and outdoor seating areas, ADA access, new staircases, (12) parking stalls, a bike storage area, a trash enclosure, and second and roof level trellises.

The project intents to bring the property into compliance with the current California building code standards, ADA compliance, and make minor improvements for meeting the needs of people experiencing homelessness. The proposed renovations would not change the existing land use and are not expected to increase the existing unit count. HACLA would select operators for site. Regulatory agreements would be signed and operators would prepare the project site for immediate occupancy as interim housing. Permit applications, if required, would be submitted while the property is in escrow and HACLA would hire a contractor to complete the work.
