We partner with many private and nonprofit organizations that provide various types of professional services in support of our mission to meet the diverse needs of Los Angeles. Our committed group of contractors range from social services agencies to information technology professionals. Funding for these contracts comes from local fee funds, as well as private, State and federal grants that are approved by the Mayor and the City Council on an annual basis. 

Housing Opportunities for Persons With AIDS (HOPWA) RFP

The HOPWA program design uses a regional office approach to ensure that clients in all areas of Los Angeles County will have access to HOPWA-funded housing and services. LAHD is seeking to contract with agencies with demonstrated success in serving the target population, People Living With HIV/AIDS (PLWHA) or other vulnerable populations. PLWHA continue to have several barriers to housing in addition to their HIV status, including mental health, substance use disorder, and homelessness. Accordingly, the HOPWA program seeks to contract with agencies with the capacity to address client needs via HOPWA funding, leveraged funding sources, and collaborations.

This RFP seeks to solicit proposals for the provision of the following six (6) HOPWA service categories listed below:

– Service Category 1: Regional Offices
– Service Category 2: Legal Services
– Service Category 3: Residential Service Coordination
– Service Category 4: Scattered Site Master Leasing
– Service Category 5: Private Tenant Based Rental Assistance
– Service Category 6: Housing Information and Referral
