Our committed group of contractors range from social services agencies to information technology professionals. Funding for these contracts comes from local fee funds, as well as private, State and federal grants that are approved by the Mayor and the City Council on an annual basis.
Capacity-Building and Outreach Services for Tenant Leadership, Governance, and Ownership RFP

Through this Request for Proposals (RFP), LAHD seeks proposals from qualified and knowledgeable consultants to, initiate, design and administer the United to House Los Angeles (ULA) Capacity-Building Program, including:
● Supporting the design, implementation, and sustainment of non-profit, land trust, cooperative and tenant-led management and/or ownership models;
● Providing outreach services to inform stakeholders about available opportunities and resources;
● Providing training and tools to residents as well as developers, owners, and property managers regarding tenant engagement in governance, management, and/or ownership;
● Providing training and resources to non-profit organizations and community/tenant led groups to ensure long-term stability of non-profit and tenant-managed properties;
● Facilitating equitable access to participation in ULA Production Programs; and
● Providing monitoring, data collection and reporting, and compliance services.

Citywide Fair Housing Program RFP

As a recipient of federal housing and community development funds, the City of Los Angeles is required to affirmatively further fair housing objectives of Title VI of the Civil Rights Act of 1964 and Title VIII of the Civil Rights Act of 1968, as amended. Beyond fulfilling the federal mandate, the City is dedicated to giving its residents equal housing opportunities through the elimination of illegal housing discrimination, public education about fair housing, and identification of on-going and emerging housing discrimination issues in Los Angeles.
To achieve these goals, the City is accepting proposals for the Citywide Fair Housing Program to provide comprehensive fair housing services including counseling; investigations of housing discrimination complaints; enforcement of federal, state, and local fair housing laws; public education, outreach, and training; and other services.

Comprehensive Housing Search and Application System for the Affordable and Accessible Housing Registry RFP

The Los Angeles Housing Department (LAHD) is seeking proposals from qualified vendors for the redesign and system integration of its current Affordable and Accessible Housing Registry (AAHR) website. This project aims to modernize and enhance the current system by creating an accessible, user-centric platform that enables residents to seamlessly search for and submit pre-applications for affordable and accessible housing options. The redesigned solution must
comply with WCAG 2.2 and Section 508 of the Rehabilitation Act of 1973, ensuring inclusivity and accessibility for all users, including those with disabilities.
The proposed platform will build upon and integrate with the current LAHD infrastructure, serving as a centralized, intuitive tool for both residents and housing providers. It will enable LA residents to search for housing based on their individual needs, preferences, and eligibility criteria, while facilitating interactions between housing providers and pre-applicants. By incorporating user-friendly design principles and offering a seamless digital experience, the
platform will support LAHD’s broader strategy of enhancing public service delivery, transparency, and resident engagement.

TRANSLATION SERVICES RFP

This RFP seeks to solicit a qualified translation contractor to perform translation services at
various city-wide locations. The contractor will need to perform the services of interpreter and translator, including California Court Certified interpreters for fifteen languages. The contractor shall also have the ability to provide Realtime Captioning and Communication Access Realtime Translation services.
The contractor will need to provide written translation services, interpret and record video voice overs, interpretation services to LAHD staff assisting Limited English Proficiency persons, and interpretation services for both small and large events and meetings.
