Proposition HHH Housing Challenge Request for Proposals 

The Los Angeles Housing Department, with the assistance of the City Administrative Officer and the Mayor’s Office, is issuing this Request for Proposals (RFP) to encourage innovation in affordable housing production and financing that can produce permanent supportive housing. The Mayor and City Council have approved a set-aside of up to $120 million of Proposition HHH funding for this RFP to finance up to 1,000 new supportive housing units.

In particular, this RFP seeks innovative housing typologies that clearly respond to the urgency of the City’s homeless crisis. Any proposal selected through this RFP should be completed no more than two (2) years from funding contract execution. Proposals must encourage long-term permanent supportive environments for persons formerly experiencing homelessness.    For more information about the RFP requirements, click here.

The Los Angeles Housing Department (LAHD) is pleased to announce the Bidders Conference for the HHH Program 2018/19 Call for Projects Round 3.

At the conference, LAHD staff will present the Prop. HHH 2018/2019 Call for Projects Round 3 and discuss potential changes to the application ranking system if Round 3 becomes oversubscribed.  Speakers include staff from the Los Angeles Department of Public Works, Bureau of Contract Administration, who will provide Prop. HHH Project Labor Agreement (PLA) Compliance information, staff from the LA County Department of Health Services (DHS) who will talk about Supportive Services funding, and staff from the Housing Authority of the City of Los Angeles (HACLA) who will review the project-based Section 8 NOFA process.  Attendance at the Bidders Conference is recommended for all developers or their representatives applying to the Call for Projects.  The HHH Program Regulations, Policies and Procedures can be found here.

Proposition HHH Supportive Housing Loan Program, 2018-2019 Call for Projects Round 3

The City of Los Angeles is aggressively seeking innovative design and development proposals for new supportive housing for homeless individuals and those at risk of homelessness throughout the City.  The City and the Los Angeles Housing Department (LAHD) are pleased to announce the release of the 2018/2019 HHH Program Call for Projects Round 3 (HHH 2018/19 CFP R3), effective February 28, 2019.  LAHD will accept online project applications up to, but no later than March 29, 2019 at 11:59 PM (PDT).

Applicants may access LAHD’s Proposition HHH online application here.  Applications received after the close of the application period will not be accepted.

Please note, the HHH 2018-19 CFP R3 may be a competitive process if the round becomes oversubscribed, and a ranking method will be applied to determine application scores.  In addition, No Place Like Home funds administered by Los Angeles County are available for 2019, therefore loan sizing for the HHH 2018/19 CFP R3 will be limited to $140,000 per supportive housing (SH) unit, and $100,000 per affordable housing unit, up to $12 million.  However, if more than 80% of the units in the project are reserved as SH units, OR the project is located in a highest, high or moderate area/census tract (per Opportunity Map), additional supplemental funding of $80,000 per SH unit is available up to a maximum HHH loan amount of $16 million.  The Proposition HHH Permanent Supportive Housing Program Regulations, Policies, and Procedures 2018-2019 reflecting current policy for the HHH 2018-19 CFP R3 is posted here.

Request for Proposals for Innovative Supportive Housing on a City-Owned Parcel

The Los Angeles Housing Department (LAHD) is pleased to announce the release of a Request for Proposals (RFP) for Innovative Supportive Housing on a City-Owned Parcel.  Proposals will be due April 19, 2019 at 4:00pm.

As part of its strategy to reduce homelessness, the City of Los Angeles identifies surplus or underutilized City-owned land that is appropriate for new affordable or supportive housing. Once identified, these ‘Affordable Housing Opportunity Sites’ are made available to affordable housing developers through Requests for Proposals (RFPs) issued by LAHD. The RFP process helps the Department select proposals that make the best use of City resources, and ensures that public land is entrusted to experienced developers. To date, housing is being developed on City-owned sites including parking lots, a former animal shelter, and a large traffic island.

The goal of this RFP is twofold: to provide high-quality supportive housing for homeless individuals or families in a high-opportunity neighborhood of Los Angeles, and to spur innovation in the design and build of supportive housing and services in the City.  Proposals will be scored based on their plans to create attractive housing in a faster, less expensive, and scalable way.  In order to score well, proposers should focus on the following priorities:

  • Innovative design that follows the Department of City Planning’s three pillars of good design (pedestrian-oriented, 360° design, climate adaptive)
  • Ability to begin construction within one year of selection, to be completed within 18 months
  • Lower-than-average per unit construction costs
  • Construction method and design that can be repeated elsewhere in the City, scaled up or down as needed, using alternative construction techniques if appropriate.

The Los Angeles Housing Department (LAHD) will accept online project applications from February 5, 2018 to March 5, 2018 at 11:59 PM (PDT).  Applications received after the end date, at the discretion of LAHD, may be rejected without further consideration. Successful projects will be recommended for Prop HHH funding commitments.

The Proposition HHH Program Regulations require projects to be financially structured using tax-exempt bonds and 4% tax credits.  Projects proposing a financing structure utilizing the 9% tax credit scenario would first need to apply to the LAHD Managed Pipeline and be accepted pursuant to the Pipeline Regulations.  The Proposition HHH Regulations also allow “alternative financing structures” to be submitted and proposals reviewed and analyzed on a project-by-project basis. Since the passage of Proposition HHH, various ideas for SH housing have been informally proposed, e.g., hotel/motel conversion, housing built from shipping containers, and tiny/micro home units.  LAHD acknowledges the need to encourage innovative ideas and therefore will allow the submittal of non-traditional financing models of housing.  However, LAHD will still continue to require the City’s established policies for affordable housing construction, including wage compliance, relocation, environmental review, fair housing and federal accessibility requirements.

Prop HHH applicants who plan to obtain a commitment letter for supportive services (funded by Measure H) from LA County Department of Health Services (DHS) should also contact Christin Doyle, at cdoyle@dhs.lacounty.gov for letter requests.  The main contact, Leepi Shimkhada, is expected to be unavailable. DHS needs to receive requests for support letters no later than 12:00 p.m. (noon) on December 21, 2017.

Information on Upcoming Prop HHH Call For Projects (CFP)

On November 3, 2017, the Mayor released the LAHD report requesting authorization to approve and release the Proposition HHH Supportive Housing Loan Program Regulations and open the 2017 Call for Projects. The item is currently pending review and approval by the Homeless and Poverty Committee and City Council. A draft of the revised Regulations is now available to allow our stakeholders more time to prepare for the December 22 CFP submission deadline. However, respondents should note that the draft Regulations are pending final review and approval by the City Council and Mayor. LAHD will announce the availability of the final Council-approved version in early December 2017. The Prop HHH Loan Program will have additional recurring CFPs in February, July, and October as scheduled.
