California and City of Los Angeles Codes

Property Standards are established to protect the health, safety and welfare of the community by working to reverse and alter trends of deterioration. Housing laws and building codes are sets of regulations governing the design, construction, alteration and maintenance of structures. The Los Angeles Housing + Community Investment Department (HCIDLA) promotes compliance with property standards through enforcing statutory laws, building maintenance codes and ordinances that directly impact health, safety and welfare; thereby contributing to their overall quality of life in the City of Los Angeles.

Los Angeles Housing Code

The purpose of the Los Angeles Housing Code is to remedy the existence or prevent the development of dangerous, substandard, or unsanitary and deficient residential buildings and dwelling units; and is in the interest of the health, safety and welfare of the people of Los Angeles. Los Angeles Existing Building Standards

The purpose of the Los Angeles Existing Building Standards is to establish minimum standards to regulate and encourage the proper maintenance and use of existing buildings, structures and premises in order to safeguard life, limb, health, property and public welfare. Los Angeles Building Code

The purpose of the Los Angeles Building Code is to safeguard life, limb, health, property and public welfare by regulating and controlling the design, construction, quality of materials, use and occupancy, location and maintenance of all buildings and structures erected or to be erected within the city, and by regulating certain grading operations. The purpose of the Los Angeles Electrical Code is to reduce the personnel hazard and the fire hazard from electrical causes. Los Angeles Plumbing Code

Los Angeles Mechanical Code

California State Housing Law & Regulations 

A building or portion thereof or the premises on which the same is located, in which there exists any conditions to an extent that endangers the life, limb, health, property, safety, or welfare of the public or the occupants thereof is a substandard building. What happens if you do not maintain your property according to applicable codes and standards?

Upon inspection, if it is found that your property is maintained in violation of applicable codes or  standards, the inspector will issue an order which will list all violations. Generally HCIDLA provides 30 days to comply with the order. In some cases an inspector may grant an extension of time. However, if the violations have not been corrected by the compliance period specified on the order or any extension thereafter, the case is forwarded for enforcement.

Generally, during enforcement, a General Manager’s hearing is held. After considering all relevant evidence and arguments, the General Manager’s hearing officer may grant a continuance, refer the property for inclusion into the Rent Escrow Account Program (REAP), and/or refer the case to the City Attorney’s Office for prosecution.
