The Ellis Act is a provision in California Law (Government Code section 7060-7060.7) that provides landlords in California with a legal way to go out of the rental market business. The Ellis Act was adopted by the California Legislature in 1985 after the California Supreme Court decision in the case of Nash v. City of Santa Monica.
ZIMAS (Zone Information Map Access System) is a system that displays the zoning information of parcels within the city of Los Angeles. Parcels may be searched and identified by address, legal description, street intersection, or assessor’s parcel number. Zimas now includes whether a property has been removed from the rental housing market (Ellis Act).
After entering the property information into ZIMAS, under Housing, Ellis Act Property field will indicate Yes or No.
If marked Yes the property has been legally withdrawn from the rental housing market. If marked “Yes” the property has been legally withdrawn from the rental housing market. The Ellis Act does NOT remove the Rent Stabilization Ordinance (RSO) status of the property. The property continues to be subject to the RSO.
If marked No the property has NOT been legally withdrawn. (Please note: Recent Ellis filings may not be reflected in ZIMAS).
