If you are a first-time homebuyer, the City of Los Angeles Housing + Community Investment Department (HCIDLA) offers two programs that will help you achieve your dream of homeownership.

Low Income Purchase Assistance (LIPA) – This program assists first-time, low-income homebuyers purchase a home in the City of Los Angeles by providing a deferred loan (no monthly payments for 30 years) of up to $60,000 to cover down payment, closing costs, and acquisition cost.

Mortgage Credit Certificate (MCC) – This program provides first-time low- and moderate-income homebuyers with a dollar-for-dollar reduction to the homebuyers’ potential federal income tax liabilities. The tax reduction increases a household income to qualify for a home mortgage and to make monthly mortgage payments.
